Poste proposé : Finance and Subsidies Specialist - Parakou, Benin


In close collaboration with the United States Embassy in Benin and USAID, the goal of the Regional Coastal Countries Support Program (PRAPC) funded by USAID / OTI is to support United States foreign policy priorities for consolidate stability and prevent violent extremism in coastal countries, including Benin.

The initial objectives of the program are:

  1. Quickly and efficiently implement relevant and targeted activities in the field that can be scaled up.
  2. Inform and improve the quality of US Government interventions by executing pilot activities and sharing implementation reports.
  3. Provide rapid response capacity, from recruiting consultants to executing quick-impact activities should a crisis or opportunity arise.


The Finance and Grants Specialist (SFS) will ensure the effective and efficient management of grants in the field and ensure that payments and financial procedures are executed in accordance with Creative and USAID standards and regulations. The SFS will prepare salaries and ensure that repayments and advances to staff are regularized and that grant-related payments are made on time. The SFS will build the capacity of grantees and other staff in the area of grant management.


Place of work: This position is based in Parakou, Department of Borgou, Benin (subject to confirmation).


The Finance and Subsidies Specialist reports administratively to the Regional Program Manager. The SFS also reports technically to the Director of Finance and the Director of Grants based in Accra, Ghana.



The specific duties of the position include but are not limited to:

  • Prepare financial reports and assist the Director of Finance in forecasting and requesting funds from Headquarters to ensure adequate supplies for program needs.
  • Proceed to payment of approved invoices to suppliers and monthly salaries of staff.
  • Manage petty cash: verify receipts and invoices, and ensure replenishment to the required level in accordance with the procedures in force.
  • Oversee cash flow, and compliance with tax and labor laws in Benin.
  • Assist the Director of Finance in the production of monthly financial reports in accordance with headquarters procedures and ensure financial reconciliation at the close of activities. Ensure that balances are correctly quantified and reports submitted on time.


  • Maintain grant financial records and assist with financial tracking of local subcontractors and fixed cost contracts as needed.
  • Ensure quality control and data integrity in Creative's online grants database and ensure that data in the system is always up to date.
  • Oversee the implementation and management of grants.
  • Develop, in coordination with the program specialist, activity budgets and ensure their follow-up, review and revision as necessary.
  • Manage financial commitments, expenses, balances of closed activities and all sources of funding for the program and ensure that the grant master files are always up to date and ready to be audited.
  • Update and manage grant files on the OTI Anywhere database, Creative Sharepoint and generate weekly internal grant reports.
  • Monitor the organizations receiving grants for compliance with Creative's grant policy as detailed in the grants manual through site visits, review of financial reports, and notify supervisors if not -conformity.
  • Coordinate closely with program staff to ensure efficient management and monitoring of grant agreements.
  • Coordinate with the purchasing department and the program team to facilitate the kick-off meeting of the activities, the follow-up and the close of the grants.
  • Any other task at the request of the Regional Program Manager, the Finance Manager and the Grants Manager.

  • Bachelor's degree in finance / professional accounting or other relevant field.
  • Have at least four (4) years of general professional experience in complex and challenging operational contexts, and two (2) years and more specific experience related to the position.
  • Strong computer skills and the use of accounting and finance software.
  • Knowledge of contractual, legal and financial requirements subject to USAID funding
  • Have experience in financial and budgetary management of USAID programs (preferred) or similar experience with other donors / agencies of the United States Government. Previous experience in grant management under USAID funding would be an asset.
  • Have strong organizational skills, flexibility and be able to work under pressure by managing various priorities in a dynamic environment.
  • Have a mastery of spoken and written French.
  • Advanced knowledge of oral and written English highly desirable, medium level required.
  • Mastery of local languages of northern Benin desired.
  • Be willing to be based in northern Benin.
